Originally, the Business Association insisted that the harbor would be a sucess. Eventually, after it became apparent that there was no money to be gained from it. After that, it was announced that all of the facilities and their existence were a mass hallucination by the entire population. Since it was never real, no massive amounts of money were wasted on it. |
